LSC serves children who cannot live with their parents in San Francisco and Oakland, California. LSC represents children in the foster care (dependency) system in San Francisco and children over 12 seeking a legal guardianship, or seeking to emancipate, in San Francisco and Oakland.

Children may be unable to live with their parents due to abuse, neglect, incarceration, untreated mental health disorders, substance use disorder, deportation, abandonment, illness, or death. Young people who cannot live with their parents are at extreme risk of homelessness and victimization, including being sexually exploited or trafficked.

LSC attorneys provide each young person with age-appropriate counsel, giving them the information they need to decide whether to enter foster care, to seek a legal guardianship, emancipate, or to pursue a more informal option. LSC provides clinical social work services to guardianship and emancipation clients. LSC’s staff also provide training and technical assistance to private attorneys and other youth-serving organizations.
